The IRFU have put together an information guide on concussion which can be downloaded from this link. Although this guide is directed at adult and youth/child rugby players, concussion is not just a rugby event and can occur during any activity (e.g. playground, GAA, soccer, falling off a bike, etc.).
The key points of note are:
Concussion MUST be taken extremely seriously. Any player with a suspected concussion MUST be removed immediately from training/play and not return. They should be medically assessed. They MUST not be left alone and MUST not drive a vehicle.
There are also a very useful series of videos on the IRFU site that can be accessed here.
